The other case involving Wynn Las Vegas did not pertain to play from Bowyer.
Wynn forfeited $130 million to the federal government for a slew of proxy betting violations, which was “believed to be the largest forfeiture by a casino based on admissions of criminal wrongdoing”, per federal prosecutors.
Internally, the board has also been hard at work revising and overhauling several sets of regulations, including rules for gaming salons, AML reporting and now technical standards. Dreitzer represents the fifth NGCB chair to take office since 2019, and the partial term he inherited runs through January 2027.

The DOCV, another trade body representing licensed online casino operators in Germany, also expressed support for the prosecutorial efforts. However, it emphasised that the raid exposed regulatory gaps which had allowed organised crime to flourish.
Kevin O’Neal, a DOCV board member, argued the scale of the investigation calls the GGL’s broader black market estimates into question. He cited the regulator’s 2025 activity report, which put the 2024 share at 23% (€547 million in gross gaming revenue), against Nielsen data suggesting a share of around 56%.
The trade body has long been critical over the discrepancy between channelisation estimates made by the regulator, and other independent reviewers.

Escobar expects the competitive landscape to evolve as the market settles, with operators facing a different set of priorities from those that defined Peru’s initial regulatory rollout.
“I don’t believe Peru has reached maturity yet, but I do believe it is entering its next stage of development,” she says. “Peru has one of the strongest long-term outlooks in South America.”
